He applied to fill the District 38A vacancy created by the passing of four-term Republican incumbent Charles Otto in October 2025, but the seat ultimately went to Kevin Anderson, who was appointed by Governor Wes Moore. Anderson subsequently chose not to file for re-election in 2026, making District 38A an open seat. Howlett is running in the June 23, 2026 Republican primary alongside C.L. Marshall III, a Pocomoke City councilmember, with the winner facing Democratic candidate Shelley Johnson in the November 3, 2026 general election.
