Members of the Maryland House of Delegates represent their local districts in the state legislature by proposing, debating, and voting on laws that impact public education, healthcare, and transportation. They work alongside the state Senate to pass Maryland’s annual budget and determine how tax dollars are allocated to community services and infrastructure projects. Morgan is a Lexington Park, St. Mary's County resident and current member of the Maryland House of Delegates representing District 29C, seeking re-election in 2026 and running unopposed in the Republican primary. Originally from Buffalo, New York, Morgan earned a B.S. in Business Administration from Susquehanna University in 1978 and an M.B.A. from Marshall University in 1979. He had a career as a college professor, defense contractor, and program management consultant with Science Applications International Corporation, and was part of the original founding of Eagan McAlister in Lexington Park. He served twelve years on the St. Mary's County Board of Commissioners before being elected to the House of Delegates in November 2022, winning with 61.7 percent of the vote. He has lived in Southern Maryland for over 40 years, where he married, raised his children, and started a small business. In the House he serves on the Environment and Transportation Committee and has co-sponsored bills on public safety, tax policy, energy, and transportation. He has served as President of the Southern Maryland Navy Alliance, Vice President of the Historic St. Mary's City Foundation, and on the Board of Trustees of the Chesapeake Bay Trust. District 29C covers central St. Mary's County and southern Calvert County.
