County Council Members serve as the legislative branch of county government, passing local laws and approving the annual budget that funds public schools, roads, and emergency services. They set local tax rates and make final decisions on land use and zoning, which determines where new homes and businesses can be built. This office is responsible for prioritizing how your tax dollars are spent and managing the long-term growth and infrastructure of your community.

He grew up in Mount Rainier, graduated from Northwestern High School where he played football, soccer, and baseball, and currently serves as head boys varsity soccer coach at Northwestern High School. Ramirez is a practicing attorney with his office in College Park who has defended working families' rights since 2002. He was recognized as a Top 100 Criminal Defense Attorney by the National Trial Lawyers and earned his B.A. from Frostburg State University and J.D. from St. Thomas University School of Law in Miami, Florida. Ramirez is running for Prince George's County Council District 2 after serving on the state legislature representing many neighborhoods within that district.

According to Maryland Matters from March 2021, former state Sen. Victor Ramirez announced he would run for an open seat on Prince George's County Council District 2 where incumbent Deni L. Taveras was term-limited. The article notes that while Ramirez represented many neighborhoods in the legislature and his law office is located in Hyattsville within the district, he does not currently live there—he resides in Cheverly which falls in the 5th council district.
